Prune significant words from stop-words list (street, road)

This isn't technically necessary because all keywords are parsed before stopwords are removed. However, the list should still be vetted for any words that are included in any city street names.

Created vet_skipwords management command to analyze the list for problems and rewrite it if necessary.
