Haven't tested, but these are sure slow, especially in complex edge-cases where many queries are performed.

Should be anonymized before it goes online.

Throttle users after ? consecutive messages.
Send them a warning pending permaban?

First app in the stack--checks for blocked numbers and removes those messages from the queue.
