Standardize handling of punctuation in DB road names and lookups

Verified that neither the centerline street names nor the aliases contain punctuation. Punctuation in incoming messages is being converted to whitespace, which should be fine since no road names officially contain punctuation.
The exception to this is the street alias data. Not sure how to handle this--will open a new ticket.
