Sane Options need to be set at the time the user selects them.

If the options are not set until scan time (as is the case now) the user never has a chance to respond to changes made as the result of a SaneReloadOptionsError exception.

Also, the current system does not allow for the user to intelligently deal with exceptions that may arise from setting a specific option (such as avoiding that value in the future).
